Identity management has become an increasingly essential part of the business of government. The challenges of national security, immigration control and all kinds of state administration from benefits entitlement to driver licensing all call for secure, robust, convenient and cost-effective identity management systems.

Governments are demanding increasingly high standards of travel documents, including biometric ePassports, in accordance with the international standards set out in ICAO’s Document 9303 and in some cases addressing specific additional national or regional requirements. Identity cards and driving licences must also be secure and durable, with sophisticated security features which are nevertheless easily recognisable by border guards and other officials.

These documents are also increasingly called upon to store biometric and other data in a variety of secure media, including multi-dimensional barcodes. The demands of security are complemented by the demands of efficiency, and governments are seeking new ways of automating their identity databases and document issuing systems.
